Europe and Artificial Intelligence: Digital Sovereignty in the Face of an Emergency
Artificial intelligence is emerging as one of the new drivers of economic and strategic power. Amid this global realignment, Europe finds itself in a delicate middle ground. Platforms, cloud infrastructure, and dominant models originate primarily from the United States, while China is gaining momentum, driven by a clear industrial and political strategy. Caught between these two blocs, Europe is still seeking to chart a credible course.
This situation now extends beyond the realm of technology alone. It touches on Europe’s ability to control its critical infrastructure, protect its data, and preserve its decision-making autonomy. For European companies—and in particular for CIOs—these challenges have very concrete implications for their choices regarding cloud architectures, AI providers, and data governance. By 2026, the issue of digital sovereignty will emerge as a central challenge, at the intersection of innovation, competitiveness, and geopolitics.
Technological dependencies that have become structural
The current debates surrounding AI and the cloud are part of a long-term trend. On several occasions, Europe has missed out on major technological waves, gradually becoming dependent on solutions designed and operated outside its borders. The internet, social media, and certain fundamental software components have been dominated by non-European players, with no sustainable alternative emerging on a continental scale.
These choices were driven by a clear economic rationale: to gain access to mature, innovative, and rapidly deployable technologies. It is this same rationale that guides many business decisions today: speed of implementation, existing ecosystems, and the availability of skills. But they have created a structural dependency that is now perceived as a strategic risk. In the areas of cloud computing and artificial intelligence, this dependency results not only in a transfer of value but also in a loss of control over assets that have become critical—assets that IT departments must now factor into their decision-making as a risk in their own right.
When technology becomes a subject of power
This realization is part of a broader geopolitical context. International tensions and the fragmentation of the digital world serve as a reminder that technology is no longer neutral. It is now an instrument of power, just like energy or defense.
It is in this context that some voices are calling for a shift in scale at the European level. Mario Draghi, former president of the European Central Bank, recently emphasized the need to strengthen the continent’s strategic integration, arguing that true power requires moving beyond a fragmented structure in which each country remains vulnerable to major powers such as the United States and China. This analysis resonates strongly with current debates on AI and digital infrastructure.
Increasing exposure to multiple risks
The dominance of non-European players in the cloud and AI sectors exposes organizations and businesses to several types of risks. Economically, it limits bargaining power and makes companies dependent on pricing decisions made outside Europe. Technologically, the gradual lock-in of ecosystems complicates any diversification or exit strategy.
In addition to these challenges, there are legal and security considerations. Extraterritorial regulatory frameworks may conflict with European data protection requirements. Finally, AI raises a cultural dimension that is rarely highlighted: the dominant models are trained on datasets and standards that do not always reflect European languages, customs, and sensitivities.
At the Heart of the European Agenda
In light of these findings, technological sovereignty is no longer a theoretical concept. It is gradually emerging as a fundamental political priority. Many digital policy experts note that “tech sovereignty” has become one of the key pillars of the European agenda, with the stated goal of strengthening both the continent’s competitiveness and its technological independence.
This approach is reflected in a growing number of industrial initiatives, public-private partnerships, and regulatory frameworks designed to create an environment more conducive to the emergence of European alternatives. The goal is not to replicate American or Chinese models exactly, but to build an ecosystem that is more distributed, interoperable, and aligned with European requirements.
Data: Europe's Strategic Asset
While Europe may be lagging behind on certain platforms, it nevertheless has a major advantage: its data. The continent generates large volumes of industrial, commercial, scientific, and medical data, which is often better structured and more rigorously managed than in other regions of the world.
Regaining digital sovereignty therefore requires better control over these assets. Identifying sensitive data, establishing clear data localization policies, and segmenting uses based on risk levels are prerequisites for any credible artificial intelligence strategy.
Regain Control Without Sacrificing Innovation
For businesses, the challenge is not to abruptly cut ties with global platforms. Rather, it is to adopt a more selective and discerning approach. Not all data and uses carry the same level of criticality.
Storing and processing sensitive data in controlled environments, diversifying suppliers, and prioritizing reversible architectures help reduce risk exposure without hindering innovation. This pragmatic approach restores strategic flexibility to organizations in a context where geopolitical uncertainty has become structural.
A Decisive Turning Point for Europe
Recent initiatives related to AI and sovereign cloud computing are coming at a pivotal moment. By leading by example, governments can create a ripple effect and lend credibility to a European approach. But the timeline is tight.
Artificial intelligence represents a turning point comparable to—or even greater than—the major digital disruptions of the early 2000s. Missing this opportunity would have lasting consequences for the continent’s competitiveness, autonomy, and capacity for innovation. This time, the stakes go far beyond technology: they concern Europe’s place in the economic and geopolitical balance of power of the future.
