Europe's Technological Future in 10 Years: Power or Dependence?

Nov. 18, 2026
Episode 1: The Tribune
Sovereignty is built through operational decisions

What will Europe’s technology landscape look like in ten years? Will it still be able to preserve its freedom of choice, or will it become permanently dependent on technologies, infrastructure, and actors over which it has no control?

Europe has the talent, research, industry, and market necessary to rank among the major technological powers of tomorrow. Yet, in the areas of cloud computing, artificial intelligence, semiconductors, and digital infrastructure, its strategic vulnerabilities have never been more apparent.

Building on the ideas explored in *Sous l’emprise du code*, this session aims to move beyond slogans about sovereignty to ask a more concrete question: what must we truly control to preserve our freedom of choice?

This is neither about dreaming of technological self-sufficiency nor denying Europe’s strengths, but rather about identifying the dependencies we can choose to accept, those we must reduce, and the areas in which Europe must imperatively build its own capabilities.

Participants will leave with a clear framework for understanding Europe’s technological dependencies and the critical choices that must be made today so that, in ten years, Europe will not only be a major digital market but also a power capable of choosing, acting, and deciding its own future.
